Collections Manager

Location: DC Metropolitan

Clearance: Active Top Secret/SCI Clearance with CI Poly

Experienced Collection Managers (CMs) shall be responsible for coordinating Intelligence Surveillance and Reconnaissance (ISR) collection requirements and ensuring all intelligence data is properly disseminated within the supported command/organization. Active TS/SCI clearance is required. The CM develops, maintains, and updates collection plans based on the supported Commander's Priority Intelligence Requirements.  The CM monitors a wide range of available organic and non-organic (organic sensors are assigned/attached to the supported command/organization; non-organic belong to other commands/organizations) collection systems for new nominated requirements, then validates and distributes them as required.  The CM prepares ISR assessment metrics of IMINT, SIGINT, and HUMINT products to gauge the effectiveness of collection operations.  The CM interfaces with higher, lateral, and subordinate commands/organizations' Collection and Requirements Managers including entities to answer intelligence - related RFIs and de-conflict or collaborate on AOR requirements and reporting.  The CM conducts presentations and briefings when required.

 

Education:

  • Must have a Bachelor of Arts or Bachelor of Science degree.  Preferred subjects include Intelligence, Criminal Justice, Political Science, World/Regional History, or other history/political/science/business/computer science/intelligence or law enforcement topic.
  • Successful completion of at least six years in an all-source analytic, HUMINT collection, or HUMINT collection support is acceptable in lieu of a college degree.
  • Three years of collection management operational experience within DoD or equivalent government agencies.
  • Background in National, DoD, and Service collection platform capabilities, collection management planning, synchronization, execution, and assessment preferred.    

 

Knowledge and Skills:

  • Qualified candidates will provide technical operational support to Department of Defense HUMINT Operations. 
  • Candidates will maintain records of operational requirements and capabilities. 
  • Conduct quality control on vouchers, funding and disbursement requests.
  • Have successfully completed at least three years in an all-source analytic, HUMINT collection, or HUMINT collection support role in the Intelligence Community.
  • Possess in-depth understanding of collection environment and resources to effectively manage unit collection. Maintain cognizance of all DoD HUMINT system capabilities, limitations, and reporting from supported collection platforms.
  • Possess knowledge of HUMINT operational tradecraft, collection processes, the HUMINT operational cycle, and the intelligence cycle.
  • Proficiency in utilizing multiple sensors from the intelligence disciplines. Candidates with tactical ground and air sensor operations and management experience are preferred.
  • Have the technical skills, knowledge, and experience to accomplish the work in the Collection Manager Task list with minimal oversight
  • Possess the ability to: 1) effectively communicate verbally and possess excellent written communication skills, 2) clearly and concisely express multifaceted concepts, and 3) develop ideas in a logical sequence leading to a validated conclusion.
  • Strong writing skills and being capable of effectively operating as a member of a Combined/Joint intelligence team required.
  • Strong briefing skills and being capable of effective communication in the accomplishment of collection management reporting and requirements required.
  • Proficiency in utilizing Windows Operating System, basic computer applications, Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), and intelligence-related automation. 
  • Knowledge and familiarity of systems such as Falconview and C2PC, and experience with Intelligence Community Collection Management systems (for example, COLISEUM), mission applications, and communications capabilities within INTELINK, JWICS, and SIPRNET.
  • Experience in finance, accounting, business administration, operations. research, or program and project evaluation.
  • Provides analysis and research for industry, infrastructure, technology, country, geographic area, biographic and targeted vulnerability.
  • Prepares assessments of current events based on the sophisticated collection, research and analysis of classified and open source information.
  • Develops and maintains analytical procedures to meet changing requirements and ensure maximum operations.
  • Collects data using a combination of standard intelligence methods and business processes.
  • At least six months' operational experience using GCOMS or other software.
  • Familiarity in the past three year with Federal Government business processes that encompasses various facets of non-medical case management and recovery care coordination
  • Ability to excel in a fast paced and dynamic work environment
  • Excellent verbal and written communication skills
