8(a) STARS II is a multiple-award, indefinite delivery/indefinite quantity (IDIQ) contract engineered to provide cutting-edge technology solutions from award-winning 8(a) small businesses to federal agencies. Using 8(a) STARS II enables government agencies to access 8(a) firms through an established contract vehicle, bypassing traditional, open market methods to save time and taxpayer money. The 8(a) STARS II GWAC is designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the Federal Government. FA 3: NAICS 541513 – Computer Facilities Management Services
FA 4: NAICS 541519 – Other Computer Related Services

PBX is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract Multiple Award Contract (MAC) with a maximum value of $650 million awarded by the Space and Naval Warfare Systems Command (SPAWAR). Tasks include: Equipment Procurement, Equipment Support, and, Product Validation, Security and Identification.

Section 8(a) of the Small Business Act, as amended by Congress, created the 8(a) business development program which enables the SBA to assist small disadvantaged firms in developing their businesses. The SBA has signed Memorandums of Understanding (MOUs) with Federal Agencies allowing them to contract directly with certified 8(a) businesses. Certified 8(a) participants can receive sole source contracts up to a ceiling of $4 million for goods and services.
